Transportation
The Guernsey County Department of Job and Family Services is required by the federal government to ensure necessary transportation for consumers to and from medical providers. GCDJFS meets this requirement through a variety of programs and funding mechanisms. NET is a statewide program administered by the GCDJFS for Medicaid eligible consumers. NET is to be cost-effective but also address consumers’ medical conditions and timeliness concerns. Transportation programs, such as those provided by your Managed Care Program, should be accessed or explored prior to receiving services through NET. NET is strictly limited to medical appointments: therapy, dialysis, treatments, office visits, etc. The only exceptions are appointments of those individuals who are in pursuit of SSI. Transportation to the Guernsey County Department of Job and Family Services, Child Support Enforcement Agency, is NOT available. Who is eligible for Non-Emergency Transportation Services? Medicaid eligible consumers shall contact the Guernsey County Department of Job and Family Services (GCDJFS) Transportation Coordinator to request transportation services. Click on the following link for an application for this service. Individuals who are eligible for a Medicaid card in the same month as their transportation appointment shall be eligible for transportation services. Are you aware of transportation services that are available through your Managed Care Program? If you would like to use the 15 round trips per eligible family member per year, you may contact your Managed Care Transportation Provider at the number listed below. The GGDJFS shall utilize the South East Area Transit (SEAT) Authority as its primary mode of transportation. The GCDJFS has a current contract with SEAT to dispatch individual drivers to transport Medicaid-eligible individuals to medical services. SEAT also provides wheel-chair accessible transportation for those customers that require a special mode of transportation. All customers are referred to SEAT for the scheduling of transportation for medical appointments. In some instances the family may decide to transport Medicaid eligible family members to their eligible appointments and receive reimbursement. A contract is initiated between the GCDJFS and the person designated as the driver for these appointments. SEAT provides curb-to-curb service only. Any individual requiring assistance from their home to the SEAT vehicle must be accompanied by a caregiver or family member. SEAT will assist securing individuals once there are on the vehicle. What if my medical appointment is out of Guernsey County? Guernsey County is a rural community with many medical providers located in surrounding communities. Many residents of our county routinely travel to Columbus, Canton, Marietta, and Cleveland areas for regular medical services. Therefore, any transportation requests made outside the 125 mile radius of Guernsey County, prior approval from GCDJFS must be obtained. What if I have a Medicaid Spend-Down, can I use Transportation? Medicaid recipients with a spend-down must meet their spend-down prior to receiving transportation services. The spend-down must be met prior to the appointment for transportation.
